TO ACCOMPLISH THIS, THE NORTH EXTERIOR WALL AT THE 1ST FLOOR OF 2552 HAD TO BE REMOVED AS WELL AS THE SOUTH EXTERIOR WALL AT THE 1ST FLOOR OF 2554. IN ADDITION TO THESE TWO COMPLETE (1ST FLOOR) REMOVAL OF EXTERIOR WALLS, THE NORTH EXTERIOR WALL OF 2554 WAS ALSO REMOVED TO JOIN / BREACH INTO THE 2558 FIRST FLOOR SPACE. THE SOUTH EXTERIOR WALL OF 2558 REMAINS, BUT HAS BEEN BREACHED BY A DOUBLE GLASS DOOR WALL OPENING. NONE OF THIS WORK WAS APPROVED BY EITHER THE DEPARTMENT OF ZONING OR THE DEPARTMENT OF BUILDINGS. THERE ARE NO PLANS OR PERMITS ON FILE FOR ANY OF THIS WORK. OBSTRUCTIONS IN EXIT WAY THERE ARE 3 FRONT AND 3 REAR EXIT DOORS AT THIS RESTARAUNT / BAR / NIGHT CLUB. THE VIOLATIONS REGARDING EGRESS OBSTRUCTION FALL INTO 2 CATEGORIES AT THIS VENUE. THE FIRST PROBLEM IS THERE ARE NO CRASH BARS AT ANY OF THESE DOORS AT THIS HIGH OCCUPANT CAPACITY VENUE. EACH DOOR HAS A THUMB LATCH. THE SECOND AND EXTREMELY DANGEROUS AND HAZARDOUS OBSTRUCTION IS THE POLICY / PROCEDURE AT THIS VENUE. MANAGEMENT, AS A MATTER OF POLICY, INSTRUCTS ALL SECURITY PERSONEL TO KEEP ALL EXIT DOORS LOCKED WHILE THE VENUE IS OPEN FOR BUSINESS. THIS INSANELY DANGEROUS POLICY WAS WITNESSED BY THIS INSPECTOR. UPON ARRIVAL, THIS TASK FORCE ENTERED THE VENUE AFTER THE SECURITY GAURD UNLOCKED 1 OF 3 FRONT DOORS. THE OTHER 5 EXIT DOORS WERE LOCKED AND THE DOOR WE ENTERED WAS RE-LOCKED AFTER WE ENTERED. SECURITY WAS INSTRUCTED BY THIS INSPECTOR TO IMMEDIATELY UNLOCK ALL EXIT DOORS. THEY REFUSED. THIS INSPECTOR THEN PERSONALLY OPENED / UNLATCHED ALL 6 EXIT DOORS. THIS INSPECTOR THEN DID A 10 MINUTE INSPECTION OF THE BASEMENT AND FOUND THE SECURITY STAFF HAD RE-LOCKED ALL 6 EXIT DOORS. AGAIN, THIS INSPECTOR, FOR THE 2CD TIME, UNLOCKED ALL EXIT DOORS. THEN, FOR THE 3RD TIME, MANAGEMENT INSTRUCTED SECURITY TO RE-LOCK ALL EXIT DOORS. AT THIS POINT, THE VENUE WAS CLOSED BY ADMINISTRATIVE ORDER.ALSO, AT THE REAR PATIO AREA, ONE OF THE EXIT GATES WAS PADLOCKED.SECTION 14X-5-505.1.2. 2552 N HALSTED ST COMPLAINT FAILED View

BOTH THE SOUTH AND NORTH (1ST FLOOR) WALLS OF 2554 HAVE BEEN REMOVED. THE SOUTH WALL OF 2558 HAS BEEN BREACHED INTO THE OPEN SPACE OF 2552 / 2554. THERE IS NO VISABLE REPLACEMENT STRUCTURAL MEMBERS TO SUPPORT THESE BUILDING AFTER THE REMOVAL OF THESE VITAL LOAD BEARING WALLS.
